Sot, n\u00eb nj\u00eb koh\u00eb globalizimi, ruajtja e gjuh\u00ebs amtare n\u00eb diaspor\u00eb \u00ebsht\u00eb nj\u00eb detyr\u00eb q\u00eb k\u00ebrkon angazhim, bashk\u00ebpunim dhe strategji t\u00eb q\u00ebndrueshme. Megjith\u00ebse ka pasur p\u00ebrpjekje t\u00eb vlefshme vullnetare nga m\u00ebsuesit dhe shoqatat shqiptare n\u00eb t\u00eb gjith\u00eb bot\u00ebn, sfidat q\u00eb paraqet organizimi i m\u00ebsimit plot\u00ebsues t\u00eb gjuh\u00ebs shqipe n\u00eb diaspor\u00eb n\u00eb dit\u00ebt e sotme jan\u00eb t\u00eb shumta dhe komplekse. M\u00ebsimi i gjuh\u00ebs shqipenuk \u00ebsht\u00eb thjesht nj\u00eb \u00e7\u00ebshtje arsimore, por nj\u00eb p\u00ebrpjekje p\u00ebr ruajtjen e identitetit kulturor dhe kund\u00ebr asimilimit.<\/p>\n\n\n\n<p><strong>Sfidat Kryesore n\u00eb Ruajtjen dhe M\u00ebsimin e Gjuh\u00ebs Shqipe Jasht\u00eb Atdheut<\/strong><\/p>\n\n\n\n<p>Nj\u00eb nga sfidat m\u00eb t\u00eb m\u00ebdha q\u00eb p\u00ebrballin m\u00ebsuesit e gjuh\u00ebs shqipe n\u00eb diaspor\u00eb \u00ebsht\u00eb mungesa e nj\u00eb sistemi t\u00eb unifikuar t\u00eb m\u00ebsimdh\u00ebn\u00ebsve dhe organizimit t\u00eb tyre. N\u00eb shum\u00eb vende, m\u00ebsimi i gjuh\u00ebs shqipe \u00ebsht\u00eb i varur nga nismat vullnetare t\u00eb m\u00ebsuesve dhe shoqatave lokale. Kjo ka \u00e7uar n\u00eb nj\u00eb munges\u00eb t\u00eb koordinimit dhe n\u00eb plane t\u00eb ndryshme m\u00ebsimore q\u00eb ndonj\u00ebher\u00eb nuk p\u00ebrshtaten me nevojat e nx\u00ebn\u00ebsve. P\u00ebr shembull, n\u00eb Gjermani, ku ekzistojn\u00eb shum\u00eb komunitete shqiptare, m\u00ebsimi i gjuh\u00ebs shqipe nuk \u00ebsht\u00eb i standardizuar. Disa m\u00ebsues punojn\u00eb me plane t\u00eb miratuara nga Ministrit\u00eb e Arsimit t\u00eb Shqip\u00ebris\u00eb dhe Kosov\u00ebs, nd\u00ebrsa t\u00eb tjer\u00eb krijojn\u00eb materiale nga e para. Kjo munges\u00eb e nj\u00eb qasjeje t\u00eb nj\u00ebtrajtshme e b\u00ebn t\u00eb v\u00ebshtir\u00eb p\u00ebr nx\u00ebn\u00ebsit t\u00eb ndjekin nj\u00eb rrug\u00ebtim t\u00eb qart\u00eb n\u00eb m\u00ebsimin e gjuh\u00ebs s\u00eb tyre amtare.<\/p>\n\n\n\n<p>Nj\u00eb problem tjet\u00ebr i madh \u00ebsht\u00eb mungesa e mb\u00ebshtetjes financiare dhe institucionale. Shum\u00eb m\u00ebsues punojn\u00eb n\u00eb baza vullnetare, pa pages\u00eb dhe pa ndihm\u00eb nga shtetet ku jetojn\u00eb. N\u00eb disa raste, edhe kur ekziston nj\u00eb ligj q\u00eb lejon m\u00ebsimin e gjuh\u00ebs shqipe, procedurat burokratike dhe mungesa e financimit e b\u00ebjn\u00eb t\u00eb v\u00ebshtir\u00eb zbatimin e tij. P\u00ebr shembull, n\u00eb Turqi, ku ekziston nj\u00eb marr\u00ebveshje midis qeveris\u00eb s\u00eb Kosov\u00ebs dhe qeveris\u00eb s\u00eb Turqis\u00eb p\u00ebr m\u00ebsimin e gjuh\u00ebs shqipe, shkollat publike jan\u00eb t\u00eb pezulluara deri n\u00eb vitin 2025. Kjo l\u00eb m\u00ebsuesit dhe prind\u00ebrit n\u00eb nj\u00eb gjendje t\u00eb pasigurt, duke e b\u00ebr\u00eb t\u00eb v\u00ebshtir\u00eb ruajtjen dhe kultivimin e gjuh\u00ebs n\u00eb k\u00ebt\u00eb vend.<\/p>\n\n\n\n<p>Problemet me tekstet dhe kurrikul\u00ebn jan\u00eb nj\u00eb tjet\u00ebr penges\u00eb. Edhe pse ekziston nj\u00eb kurrikul\u00eb e miratuar nga Ministrit\u00eb e Arsimit t\u00eb Shqip\u00ebris\u00eb dhe Kosov\u00ebs, tekstet shkollore nuk jan\u00eb gjithmon\u00eb t\u00eb p\u00ebrshtatshme p\u00ebr nevojat e nx\u00ebn\u00ebsve n\u00eb diaspor\u00eb. N\u00eb shum\u00eb raste, nx\u00ebn\u00ebsit vijn\u00eb nga familje ku gjuha shqipe nuk flitet n\u00eb m\u00ebnyr\u00eb aktive, gj\u00eb q\u00eb k\u00ebrkon nj\u00eb qasje m\u00eb t\u00eb specializuar dhe materiale m\u00eb t\u00eb p\u00ebrshtatura. P\u00ebr m\u00eb tep\u00ebr, shum\u00ebllojshm\u00ebria e klasave t\u00eb nx\u00ebn\u00ebsve, ku nx\u00ebn\u00ebsit e moshave dhe niveleve t\u00eb ndryshme t\u00eb njohurive ndajn\u00eb t\u00eb nj\u00ebjt\u00ebn mjedis m\u00ebsimor, e b\u00ebn m\u00ebsimdh\u00ebnien edhe m\u00eb t\u00eb v\u00ebshtir\u00eb.<\/p>\n\n\n\n<p><strong>Rekomandime p\u00ebr Ruajtjen dhe P\u00ebrhapjen e Gjuh\u00ebs Shqipe Jasht\u00eb Atdheut<\/strong><\/p>\n\n\n\n<p>P\u00ebr t\u00eb kap\u00ebrcyer k\u00ebto sfida, \u00ebsht\u00eb e nevojshme t\u00eb krijohet nj\u00eb plan i qart\u00eb dhe i koordinuar.<\/p>\n\n\n\n<p>S\u00eb pari, duhet t\u00eb krijohet nj\u00eb planprogram i unifikuar q\u00eb t\u00eb zbatohet n\u00eb t\u00eb gjitha vendet ku ka m\u00ebsim plot\u00ebsues t\u00eb gjuh\u00ebs shqipe. Ky planprogram duhet t\u00eb jet\u00eb fleksib\u00ebl dhe t\u00eb p\u00ebrshtatet me nevojat e ndryshme t\u00eb nx\u00ebn\u00ebsve n\u00eb diaspor\u00eb. Ministrit\u00eb e Arsimit t\u00eb Shqip\u00ebris\u00eb dhe Kosov\u00ebs duhet t\u00eb jen\u00eb n\u00eb krye t\u00eb k\u00ebsaj p\u00ebrpjekjeje, duke siguruar q\u00eb t\u00eb gjith\u00eb m\u00ebsuesit t\u00eb ken\u00eb qasje n\u00eb materialet dhe burimet e nevojshme.<\/p>\n\n\n\n<p>Nj\u00eb tjet\u00ebr hap i r\u00ebnd\u00ebsish\u00ebm \u00ebsht\u00eb rritja e mb\u00ebshtetjes financiare dhe institucionale nga shtetet am\u00eb. M\u00ebsuesit n\u00eb diaspor\u00eb duhet t\u00eb ken\u00eb mund\u00ebsin\u00eb t\u00eb punojn\u00eb n\u00eb kushte m\u00eb t\u00eb mira, me pagesa dhe ndihm\u00eb logjistike. Kjo p\u00ebrfshin edhe ndihm\u00ebn p\u00ebr nostrifikimin e diplomave, n\u00eb m\u00ebnyr\u00eb q\u00eb m\u00ebsuesit t\u00eb mund t\u00eb integrohen n\u00eb sistemet arsimore lokale. P\u00ebrve\u00e7 k\u00ebsaj, duhet t\u00eb forcohet bashk\u00ebpunimi midis Shqip\u00ebris\u00eb, Kosov\u00ebs dhe shteteve ku jetojn\u00eb shqiptar\u00ebt, n\u00eb m\u00ebnyr\u00eb q\u00eb gjuha shqipe t\u00eb futet si l\u00ebnd\u00eb zgjedhore n\u00eb shkollat lokale.<\/p>\n\n\n\n<p>P\u00ebrmir\u00ebsimi i teksteve shkollore dhe krijimi i nj\u00eb platforme digjitale jan\u00eb dy hapa t\u00eb tjer\u00eb t\u00eb r\u00ebnd\u00ebsish\u00ebm. Tekstet duhet t\u00eb p\u00ebrshtaten m\u00eb mir\u00eb me nevojat e nx\u00ebn\u00ebsve n\u00eb diaspor\u00eb, duke marr\u00eb parasysh shum\u00ebllojshm\u00ebrin\u00eb e klasave dhe nivelieve t\u00eb njohurive t\u00eb gjuh\u00ebs shqipe. Nj\u00eb platform\u00eb digjitale do t\u00eb leht\u00ebsonte komunikimin midis m\u00ebsuesve dhe do t\u00eb mund\u00ebsonte shk\u00ebmbimin e materialeve dhe p\u00ebrvojave. Kjo do t\u00eb ishte ve\u00e7an\u00ebrisht e dobishme p\u00ebr m\u00ebsuesit q\u00eb punojn\u00eb n\u00eb vende t\u00eb ndryshme dhe q\u00eb kan\u00eb nevoj\u00eb p\u00ebr nj\u00eb burim t\u00eb p\u00ebrbashk\u00ebt informacioni.<\/p>\n\n\n\n<p>Trajnimet dhe seminar\u00ebt e rregullt p\u00ebr m\u00ebsuesit n\u00eb diaspor\u00eb jan\u00eb gjithashtu thelb\u00ebsore. K\u00ebto trajnime duhet t\u00eb fokusohen n\u00eb m\u00ebsimdh\u00ebnien n\u00eb klasa heterogjene dhe n\u00eb p\u00ebrdorimin e teknologjis\u00eb n\u00eb arsim. P\u00ebrve\u00e7 k\u00ebsaj, duhet t\u00eb krijohen mund\u00ebsi p\u00ebr certifikimin e gjuh\u00ebs shqipe, n\u00eb m\u00ebnyr\u00eb q\u00eb ajo t\u00eb ket\u00eb nj\u00eb vler\u00ebsim nd\u00ebrkomb\u00ebtar dhe t\u00eb njohur si nj\u00eb gjuh\u00eb e r\u00ebnd\u00ebsishme n\u00eb nivel global.<\/p>\n\n\n\n<p><strong>P\u00ebrfundim<\/strong><\/p>\n\n\n\n<p>Ruajtja e gjuh\u00ebs shqipe n\u00eb diaspor\u00eb \u00ebsht\u00eb nj\u00eb detyr\u00eb komb\u00ebtare q\u00eb k\u00ebrkon angazhimin e t\u00eb gjith\u00eb aktor\u00ebve insititucional dhe jo-formal, nj\u00eb qasje t\u00eb mir\u00ebstrukturuar dhe mb\u00ebshtetje t\u00eb q\u00ebndrueshme. Pa nj\u00eb program t\u00eb unifikuar, mb\u00ebshtetje institucionale dhe materiale t\u00eb p\u00ebrshtatura p\u00ebr nevojat e nx\u00ebn\u00ebsve, p\u00ebrpjekjet individuale mbeten t\u00eb fragmentuara dhe t\u00eb v\u00ebshtira p\u00ebr t\u2019u zhvilluar n\u00eb nje periudhe afatgjate. Koordinimi mes institucioneve arsimore n\u00eb Shqip\u00ebri dhe Kosov\u00eb, financimi i m\u00ebsimdh\u00ebnies, trajnimi i m\u00ebsuesve dhe digjitalizimi i burimeve jan\u00eb hapa thelb\u00ebsor\u00eb p\u00ebr t\u00eb siguruar vazhdim\u00ebsin\u00eb e gjuh\u00ebs shqipe si pjes\u00eb e identitetit kulturor dhe komb\u00ebtar. P\u00ebr t\u00eb pasur rezultate konkrete, \u00ebsht\u00eb e domosdoshme nj\u00eb angazhim m\u00eb i madh institucional dhe nj\u00eb bashk\u00ebpunim i q\u00ebndruesh\u00ebm midis t\u00eb gjitha pal\u00ebve t\u00eb p\u00ebrfshira.<\/p>\n\n\n\n<p>\u2014<\/p>\n\n\n\n<p>Ky artikull u realizua me mb\u00ebshtetjen e projektit rajonal \u201cSMART Balkans \u2013 Shoq\u00ebria Civile p\u00ebr Vlera t\u00eb P\u00ebrbashk\u00ebt n\u00eb Ballkanin  Per\u00ebndimor\u201d t\u00eb zbatuar nga Qendra p\u00ebr Promovimin Shoq\u00ebris\u00eb Civile (CPCD) n\u00eb bashk\u00ebpunim me Institutin p\u00ebr Demokraci  dhe Nd\u00ebrmjet\u00ebsim (IDM), dhe Qendra p\u00ebr K\u00ebrkim dhe Politik\u00ebb\u00ebrje (CRPM) dhe i mb\u00ebshtetur financiarisht nga Ministria e Pun\u00ebve t\u00eb Jashtme t\u00eb Norvegjis\u00eb (NMFA).
