Bashk\u00eb me pes\u00eb panelist\u00eb nga SHBA, Gjermania, Kosova dhe Shqip\u00ebria, moderatori diskutoi mund\u00ebsit\u00eb p\u00ebr leht\u00ebsimin dhe rikthimin e trurit, respektivisht transferimin e njohurive dhe aft\u00ebsive nga diaspora n\u00eb vendet e origjin\u00ebs, si dhe mund\u00ebsit\u00eb q\u00eb ofron sidomos digjitalizimi p\u00ebr angazhimin e ekspert\u00ebve nga e gjith\u00eb bota. U diskutua gjithashtu ku q\u00ebndron potenciali, cilat politika duhet zbatuar dhe \u00e7far\u00eb llojesh programesh migrimi duhet t\u00eb ekzistojn\u00eb p\u00ebr t\u00eb mund\u00ebsuar kthimin afatshkurt\u00ebr dhe afatgjat\u00eb n\u00eb vendet tona.<\/span><\/p>\n

Q\u00ebllimi i k\u00ebtij paneli ishte t\u00eb identifikoj\u00eb potencialin e pazbuluar ose t\u00eb pamjaftuesh\u00ebm t\u00eb hulumtuar t\u00eb diaspor\u00ebs son\u00eb dhe t\u00eb flas\u00eb p\u00ebr remitancat si mjetet m\u00eb direkte financiare q\u00eb d\u00ebrgohen nga diaspora, dhe si mund t\u00eb transformohen k\u00ebto fonde n\u00eb ndihm\u00eb afatgjat\u00eb, t\u00eb strukturuar p\u00ebr zhvillim t\u00eb q\u00ebndruesh\u00ebm.<\/span><\/p>\n

Ai zot\u00ebron nj\u00eb Master n\u00eb Administrat\u00eb Publike nga Harvard Kennedy School dhe n\u00eb Ekonomi \/ Menaxhim nga Universiteti i Prishtin\u00ebs. Fatoni u p\u00ebrgjigj n\u00eb pyetjen n\u00ebse sheh mund\u00ebsi p\u00ebr p\u00ebrfitimin e eksperienc\u00ebs nga ekspert\u00ebt tan\u00eb n\u00eb diaspor\u00eb, t\u00eb cil\u00ebt mund t\u00eb mos jen\u00eb n\u00eb gjendje t\u00eb kthehen fizikisht n\u00eb Kosov\u00eb p\u00ebr shkak t\u00eb pagave t\u00eb ul\u00ebta. Ai theksoi se prioritet \u00ebsht\u00eb teknologjia moderne, e cila ka mund\u00ebsuar uljen e koh\u00ebs dhe kostos p\u00ebr transferimin e njohurive. Kjo \u00ebsht\u00eb nj\u00eb mund\u00ebsi e shk\u00eblqyer p\u00ebr Kosov\u00ebn p\u00ebr t\u00eb shfryt\u00ebzuar potencialin e lart\u00eb t\u00eb diaspor\u00ebs. Kjo mund t\u00eb arrihet n\u00eb forma t\u00eb ndryshme, si m\u00ebsim online, trajnime dhe krijimi i grupeve t\u00eb pun\u00ebs online p\u00ebr fusha t\u00eb ndryshme politike. Fatoni theksoi se p\u00ebr zhvillimin ekonomik, Kosova duhet t\u00eb fokusohet n\u00eb krijimin e nj\u00eb plani afatgjat\u00eb zhvillimi ekonomik q\u00eb e b\u00ebn ekonomin\u00eb konkurruese dhe p\u00ebrgatit vendin t\u00eb jet\u00eb an\u00ebtar i barabart\u00eb n\u00eb BE dhe NATO. Ky plan duhet t\u00eb fokusohet n\u00eb sektor\u00eb me potencial t\u00eb lart\u00eb, si shkencat kompjuterike, inxhinieria, dhe rekrutimin e profesionist\u00ebve t\u00eb kualifikuar nga diaspora. K\u00ebta profesionist\u00eb do t\u00eb sjellin njohurit\u00eb, p\u00ebrvoj\u00ebn dhe rrjetin e tyre, shum\u00eb t\u00eb r\u00ebnd\u00ebsish\u00ebm p\u00ebr ta b\u00ebr\u00eb Kosov\u00ebn nj\u00eb qend\u00ebr t\u00eb k\u00ebtyre sektor\u00ebve me k\u00ebrkes\u00eb t\u00eb madhe n\u00eb treg.<\/span><\/p>\n

U diskutua gjithashtu p\u00ebr ndihm\u00ebn financiare nga programet nd\u00ebrkomb\u00ebtare q\u00eb synojn\u00eb kthimin e ekspert\u00ebve t\u00eb rinj n\u00eb vendet e tyre. Nj\u00eb prej k\u00ebtyre projekteve financohet nga GIZ gjerman dhe zbatohet n\u00eb Shqip\u00ebri dhe Kosov\u00eb. N\u00eb kuad\u00ebr t\u00eb k\u00ebtij programi, profesionist\u00ebt e rinj mund t\u00eb kthehen p\u00ebr periudha nga 3 jav\u00eb deri n\u00eb 24 muaj dhe angazhohen n\u00eb fush\u00ebn e tyre profesionale. Gjat\u00eb shtatorit dhe tetorit 2020, panelisti dhe inxhinieri industrial Agon Kamberi ishte ekspert i diaspor\u00ebs n\u00eb Tiran\u00eb, n\u00eb Drejtorin\u00eb e P\u00ebrgjithshme t\u00eb Politikave dhe Zhvillimit t\u00eb Industris\u00eb dhe Energjis\u00eb n\u00eb Ministrin\u00eb e Infrastruktur\u00ebs dhe Energjis\u00eb. Ai b\u00ebri analiz\u00eb ekonomike dhe teknike p\u00ebr \u201cStrategjin\u00eb Komb\u00ebtare t\u00eb Energjis\u00eb\u201d dhe krijoi nj\u00eb seri hapash strategjik\u00eb p\u00ebr arritjen e objektivave dhe parandalimin e kriz\u00ebs energjetike. Agoni theksoi se koncepti i angazhimit vullnetar \u00ebsht\u00eb shum\u00eb i n\u00ebnvler\u00ebsuar dhe shum\u00eb fonde nd\u00ebrkomb\u00ebtare mbeten t\u00eb pap\u00ebrdorura p\u00ebr shkak t\u00eb munges\u00ebs s\u00eb strukturave si organizata.<\/span><\/p>\n

Agoni u pyet p\u00ebr fushat ku nevojiten programet m\u00eb shum\u00eb dhe ku diaspora mund t\u00eb angazhohet. Ai tha se ekonomit\u00eb e vogla si Shqip\u00ebria, Maqedonia e Veriut dhe Kosova kan\u00eb iluzionin q\u00eb kompani t\u00eb m\u00ebdha nd\u00ebrkomb\u00ebtare do t\u00eb investojn\u00eb n\u00eb fabrika t\u00eb m\u00ebdha, por kjo nuk do t\u00eb ndodh\u00eb p\u00ebr shkak t\u00eb munges\u00ebs s\u00eb besimit n\u00eb sundimin e ligjit, munges\u00ebs s\u00eb industris\u00eb p\u00ebrpunuese, zinxhir\u00ebve t\u00eb furnizimit, furnizimit stabil me energji dhe munges\u00ebs s\u00eb burimeve njer\u00ebzore me njohuri t\u00eb mjaftueshme.<\/span><\/p>\n

U theksua se kthimi i diaspor\u00ebs nuk \u00ebsht\u00eb i nj\u00ebjt\u00eb me migracionin apo \u201cbrain drain\u201d, pasi p\u00ebrfshin edhe aspekte emocionale. Besa Neziri Rugova, dizajnere nga Kosova, e cila studioi n\u00eb Fakultetin e Arteve n\u00eb Prishtin\u00eb dhe n\u00eb Parsons School of Design n\u00eb New York, u kthye n\u00eb Kosov\u00eb n\u00eb 2016 dhe tani jeton p\u00ebrher\u00eb k\u00ebtu. Ajo tregoi p\u00ebr sfidat n\u00eb hapjen e biznesit pas kthimit nga SHBA-t\u00eb, si mungesa e informacionit dhe k\u00ebrkoi krijimin e nj\u00eb qendre informacioni dhe flet\u00ebpalosjeve p\u00ebr udh\u00ebzime, si dhe nj\u00eb departament me staf profesionist p\u00ebr mb\u00ebshtetjen e investimeve nga diaspora. Propozoi gjithashtu p\u00ebrfitime financiare dhe nj\u00eb inkubator p\u00ebr bizneset e reja nga diaspora.<\/span><\/p>\n

Besa mentioned that she encountered a lack of information, in general, so she was forced to get the information they needed to open a business only through word of mouth, through connections with people she knew. This has been very troublesome and tedious. Besa proposes that the institutions establish at least one information center, with basic information for opening businesses, by the diaspora. But also the creation of instruction leaflets and also a special department for instruction where they would hire professional staff, which would be hospitable and encourage the diaspora to invest. She also mentioned financial facilities for the first year, such as exemption from high tax payments. Have an incubator where new businesses from the diaspora receive services at very low prices in the beginning, until they “get on their feet.”<\/span><\/p>\n

Ai theksoi munges\u00ebn e t\u00eb dh\u00ebnave t\u00eb regjistrimit p\u00ebr emigrant\u00ebt q\u00eb kthehen dhe propozoi krijimin e nj\u00eb databaze p\u00ebr ekspert\u00ebt e diaspor\u00ebs.<\/span><\/p>\n

Dritan Mezini, themelues dhe drejtor ekzekutiv i DM Consulting Services dhe drejtor i Shoqat\u00ebs Shqiptare t\u00eb Teknologjis\u00eb s\u00eb Informacionit, foli p\u00ebr politikat q\u00eb duhet t\u00eb implementohen p\u00ebr t\u00eb promovuar angazhimin e diaspor\u00ebs dhe potencialin q\u00eb ka digjitalizimi. Ai propozoi krijimin e programeve, eventeve dhe iniciativave ku diaspora mund t\u00eb marr\u00eb pjes\u00eb dhe kontribuoj\u00eb n\u00eb ndarjen e njohurive dhe mund\u00ebsit\u00eb e pun\u00ebsimit n\u00eb Shqip\u00ebri, Kosov\u00eb dhe Maqedoni. Ai sugjeroi krijimin e \u201cFondit t\u00eb Zhvillimit t\u00eb Diaspor\u00ebs Shqiptare\u201d si nj\u00eb fond besimi p\u00ebr projekte t\u00eb diaspor\u00ebs n\u00eb bashk\u00ebpunim me aktor\u00eb lokal\u00eb. Po ashtu, ai theksoi nevoj\u00ebn p\u00ebr nj\u00eb databaz\u00eb t\u00eb integruar t\u00eb diaspor\u00ebs dhe koordinim t\u00eb aktor\u00ebve t\u00eb ndrysh\u00ebm n\u00ebn nj\u00eb q\u00ebllim t\u00eb p\u00ebrbashk\u00ebt.<\/span><\/p>\n

Dritan Mezini was also invited to the panel, Dritani is the founder and Executive Director of DM Consulting Services. He is also the founder of the work portal www.duapune.com and holds the position of Executive Director of the Albanian Association of Information Communication Technology. Dritani shows what policies should be implemented to promote the engagement of our diaspora and what potential is the head of digitalization.<\/span><\/p>\n

Especially, like him, programs, events, initiatives should be created where the diaspora can participate and contribute to the sharing of knowledge, employment opportunities in Albania, Kosovo, Macedonia. But also to establish an “Albanian Development Aid for the Diaspora” (this can be a Trust Fund from all countries involved) – the Diaspora Development Fund (Trust Funds) which supports projects generated by the Diaspora in cooperation with local players.<\/span><\/p>\n

Dritani also mentioned the importance of creating an integrated diaspora database (skills, knowledge, expertise, interests) and especially the coordination of all actors (government, non-government, private) and associations under the cause of the Diaspora.<\/span><\/p>\n
