Advocacy and diplomacy are essential tools in empowering diaspora communities, especially in addressing social issues and ensuring the effective implementation of legislation that impacts their rights. Germin actively engages in these efforts, using various initiatives to foster stronger connections between the diaspora and local stakeholders, such as NGOs and governmental institutions.

One of Germin’s flagship projects within this program is Leveraging Diaspora for Policy Development, which aims to integrate the diaspora’s contribution into policy-making and policy-drafting processes. Germin aims to advocate for the amplification of diaspora voices through the direct involvement of the diaspora in policy creation and feedback processes, using new technologies available for this purpose.

Germin’s Diaspora Flet Conference creates a unique platform for diaspora members to express their opinions and contribute to envisioning the diaspora’s role in the coming decades. This conference gathers diverse voices, fostering dialogue and collaboration across borders.

Another project is - Youth Regional Fellowship and Exchanges, funded by the Western Balkan Fund, which GERMIN implemented in partnership with six fellows from North Macedonia, Montenegro, and Kosovo who conducted research projects on various migration and development-related topics. Germin also partnered with the United Nations Development Programme (UNDP) to investigate the effect of inflation on remittances flowing from the diaspora to Kosovo.

Since 2017, Germin has monitored national elections in Kosova, focusing on the diaspora voting process, and has consistently advocated for providing the best conditions for voting rights and enhanced representation of the diaspora in their homeland.

Through these projects, Germin demonstrates the power of advocacy and diplomacy in driving positive change, engaging diaspora communities as active citizens who influence both their countries of origin and their new homes.

Driving impactful initiatives to connect, engage, and empower the diaspora.
The “Diaspora Flet” conference serves as a platform to connect Albanian diaspora members with their countries of origin, empowering them to voice their opinions and shape their future roles. Bringing together professionals, businesses, activists, and leaders from over 26 countries, the conference reflects two decades of diaspora engagement and envisions its future contributions.

Objective:
To strengthen the connection between the Albanian diaspora and their home countries by fostering dialogue, promoting engagement, and encouraging impactful contributions to national development.

Goals:
- Empower diaspora members to actively participate in shaping their role in their home countries.
- Facilitate discussions on advocacy, diplomacy, economic engagement, and knowledge transfer.
- Build trust and partnerships to enhance diaspora-driven development and investments.

The Diaspora Flet editions were organized in partnership with the Global Albanians Foundation and supported by contributions from diverse stakeholders.
Organizatatshqiptare.org is an interactive platform and comprehensive database that connects formal and informal Albanian organizations, associations, and groups worldwide. With 270 registered entities from 30 countries, the platform fosters collaboration and visibility within the global Albanian community.

Goals:
• Establish an online network for Albanian organizations and associations globally.
• Promote events, news, and publications from these organizations within the network.
• Provide an interactive map of organizations based on countries and cities for easy access and engagement.
In April 2022, GERMIN partnered with the Western Balkans Fund under the EU IPA program to implement the project “Enhancing Regional Cooperation of Young Researchers on Migration & Development.”

This initiative aimed to strengthen regional collaboration by providing young researchers access to migration think tanks’ research infrastructures, data, and mentorship from GERMIN and partners in North Macedonia and Montenegro.

Objectives:
• Foster regional cooperation among young researchers.
• Provide mentorship and access to research infrastructures.
• Encourage the exchange of ideas and findings on migration and development.

For Albania and Kosovo, engaging the diaspora in political processes serves as a crucial bridge to maintain ties with citizens abroad. For diaspora members, voting strengthens their sense of national belonging and ethnic identity.

Among various forms of engagement, political participation stands out as one of the most impactful ways for the diaspora to contribute to their home country. Providing avenues for diaspora voting not only amplifies their voice but also reflects the State’s commitment to equality for all citizens, regardless of their location.

Goals:
• Increase diaspora participation in Kosovo's elections by enhancing the accessibility and processes for out-of-country voters.
• Support electoral reforms in Albania to enable diaspora members to vote in national elections.
• Inform diaspora members about their voting rights and opportunities for electoral participation.
• Advocate for greater diaspora representation in policy-making processes.

KosovoDiaspora.org (KD) is a dynamic crowdsourcing digital engagement and diplomacy platform that bridges Kosovars with the world and connects the world back to Kosovars. Utilizing social and online media, KD highlights and celebrates the achievements of individuals, groups, and organizations linked to Kosovo while nurturing ties between Kosovo and its diaspora community.

The platform recognizes the diaspora as a significant asset for Kosovo. Living abroad, diaspora members possess the passion, financial resources, extensive networks, and a unique understanding of both Kosovo’s culture and the cultures of their host countries. This dual perspective positions them as natural ambassadors, fostering relationships and promoting Kosovo globally.
Established in 2012 as a non-governmental and independent initiative, KD originated from the study “Beyond Remittances: Public Diplomacy and Kosovo’s Diaspora” by its founders, Behar Xharra and Martin Waehlisch.

Goals
• Showcase and celebrate the accomplishments of individuals, groups, and organizations related to Kosovo.
• Present these achievements as role models and ambassadors of Kosovo abroad.
• Strengthen the links between diaspora and Kosovo by collaborating with diaspora communities, governmental and non-governmental agencies, private entities, and individuals.
• Enhance Kosovo’s global image through strategic partnerships and impactful storytelling.
In collaboration with UNDP, GERMIN conducted research to explore the impact of inflation and the war in Ukraine on remittance flows from the Kosovo diaspora.

This study aligned with GERMIN’s mission to employ empirical data and scientific analysis for a nuanced understanding of diaspora-related challenges.

Objectives:
• Assess the impact of inflation and global crises on remittance flows.
• Gather insights from remittance senders and receivers in Kosovo.
• Inform stakeholders on potential policy or programmatic responses.
Key Activities:
• Conducted surveys with 198 remittance senders across various countries and 117 remittance receivers in Kosovo, during September and November 2022.
• Published a comprehensive research report in February 2023.
• Hosted a roundtable discussion with stakeholders in Prishtina to disseminate findings.

Short Description:
The SDDR initiative facilitates collaboration between Kosovo institutions and diaspora communities through modern technologies and collective advocacy. By creating platforms for two-way communication, GERMIN has strengthened diaspora engagement in public policy, with a focus on voting rights, administrative reforms, and social inclusion. The initiative has empowered diaspora communities to influence national policies and ensured their voices are represented in decision-making processes.
Objectives:
• Enhance diaspora members' social and political rights in Kosovo.
• Strengthen diaspora representation in policymaking.
• Improve voting procedures, such as enabling voting in embassies and consulates and mailing votes directly to country embassies.
• Simplify bureaucratic procedures for diaspora members.
• Advocate for the removal of the "Green Card" tax for vehicles entering Kosovo.
Key Activities:
1. Focus Groups (2016–2017): Conducted ten focus groups in key diaspora hubs (e.g., Lausanne, Oslo, Vienna, New York) to identify diaspora needs and potential contributions.
2. Diaspora Flet Conference (2018): Organized a four-day conference with 150 participants from 24 countries to foster dialogue between diaspora and institutions.
3. Amendment of the Law on Elections (2019): Contributed to a parliamentary working group to revise election laws, incorporating diaspora feedback from earlier conferences.
4. Diaspora Task Force: Proposed critical amendments to voting laws, such as voter registration via email and voting in embassies, many of which were adopted in subsequent legislation.
Key Achievements:
• Established a network of over 250 diaspora organizations and 25,000 community members.
• Advocated for the implementation of the email-based voter registration system, first used in 2017.
• Pioneered policy changes that streamlined diaspora voting processes and improved administrative efficiency.
• Enhanced diaspora representation in Kosovo's public discourse and policymaking.

Discussion Roundtable – Advocacy and Public Diplomacy of the Diaspora
GERMIN organized a discussion roundtable on “Advocacy and Public Diplomacy of the Diaspora.” Panelists shared how their efforts have elevated Kosovo's international profile, improved diplomatic relations, and contributed to the development of social and economic initiatives. The discussion explored contributions to digital diplomacy, grassroots advocacy, and cultural promotion, highlighting the vital role of diaspora professionals in creating connections and strengthening global ties.  Behar Xharra, Co-Founder of GERMIN, began his opening remarks by sharing the inspiration behind GERMIN's creation. He described it as a seedling that initially leveraged the internet as a platform for digital diplomacy.  Blerinë Ukshini, Project Manager at GERMIN, presented the achievements and outcomes of the “Diaspora for Policy Development” project, supported by the regional Smart Balkans project. She emphasized that all activities aimed primarily to influence the improvement of policymaking processes in Kosovo by optimizing the contributions of the diaspora.  Elvira Dushku, Secretary General of the Basketball Federation of Kosovo, shared her experiences within the Federation, focusing on international competitions, the development of sports diplomacy, and gender balance within the Federation.  Vartan Marashlyan, Executive Director of Repat Armenia, shared examples from the Armenian diaspora, addressing the various challenges faced by countries like Armenia and Kosovo. He highlighted the importance of having ambitious goals with practical objectives.  Ariana Krasniqi, from the Civil Diplomacy Program in Denmark, a young woman born in Germany and raised in Denmark, shared her experience and her goal to return to her country of origin and contribute to civil diplomacy.  Bahri Cani, Moderator from Deutsche Welle, Germany, shared his perspective on categorizing the diaspora into three aspects: the first wave, which migrated for economic reasons; the second wave, which migrated for political reasons; and the third wave, which migrated for educational purposes.  Avni Mustafaj, Co-Chair of GERMIN’s Board, USA, underlined the importance of civil diplomacy, starting at the individual level and extending to larger communities to achieve common goals. He shared various advocacy examples, including efforts to meet leaders and convey clear messages about objectives. He emphasized the skill of capturing attention and making others listen to our demands. The roundtable highlighted the significance of organized advocacy efforts, digital engagement, and cultural initiatives in strengthening Kosovo’s relationships and global impact. This roundtable was conducted with the support of the regional project “SMART Balkans – Civil Society for Shared Values in the Western Balkans,” implemented by the Center for Promotion of Civil Society (CPCD) in cooperation with the Institute for Democracy and Mediation (IDM) and the Center for Research and Policy Making (CRPM), and financially supported by the Norwegian Ministry of Foreign Affairs (NMFA).
