Job Description
Germin has been selected by the Global Albanians Foundation (GAF) to provide Project Management Services which will require up to 20 hours per week, and is seeking someone to fill this position as soon as possible. The Project Manager will help manage and oversee the use of GAF earthquake and Covid-19 relief projects in Albania that are being implemented by approximately 25 NGOs in Albania.
The services to be provided must skillfully oversee the project implementation of each NGO, carry out monitoring and evaluation of results, and ensure that milestones and targets for the implementation of granted projects are met. The responsible person will report directly to Germin’s co-executive Directors regarding (i) implementation of ongoing projects; and (ii) possible new projects in the earthquake zone.
Project Management Services will entail three primary roles:
- Oversee implementation of Phase 1 of the GAF’s earthquake project grants through September 15, 2020 which are being implemented by six Albanian NGOs for a total of slightly over $50,000;
- Oversee implementation of the GAF’s Covid-19 relief project grants in both earthquake and non-earthquake areas through September 15, 2020 which will be implemented by about 25 Albanian NGOs (approximately $1,000 for each NGO grant)
- Together with the NGOs implementing the grants described above, Germin staff, and active GAF Board or Advisory Board Members, develop ideas for Phase 2 of the GAF’s earthquake project grants that will be implemented from September 1, 2020 until November 30, 2020 and intends to distribute approximately $150,000
More specifically, the Project Management Services will entail the following:
Project Implementation and Documentation
- Prepare standard contracts, including reporting requirements, for all implementing NGOs for Covid-19 relief projects to sign together with Germin and the Global Albanians Foundation;
- Design and implement monitoring and evaluation procedures for both Phase 1 and Phase 2 earthquake projects, and all Covid-Relief Projects;
- Collect all invoices and other project-related documents pertaining to implementation of all grants, and maintaining these documents in an organized fashion so that they can easily be made available to Germin and the Global Albanians Foundation and for audits;
- Works closely with Germin’s Financial Manager to maintain records of all payments and receivables to ensure that payments are made in a timely manner
Reports
- Prepare weekly status reports for the GAF Board on project progress and prepare a summary report for donors in mid-September on project implementation to date;
- Ensure that all partner NGOs submit reports based on contracts signed by the NGOs with the GAF and Germin;
- Analyze data, recommendations, and lessons learned based on grantees reports;
- Work together with the the people managing Germin and GAF social media to make sure that there are regular updates on social media regarding project implementation;
Other
- Contribute to synergy-building among GAF grantees and other stakeholders;
- Offer professional guidance to GAF grantees on development strategies and capacity building;
- Help Germin and the GAF Board to design any calls for proposals under Phase 2 of the GAF’s Earthquake project that will be launched on September 1, 2020;
- Advise Germin and the GAF Board regarding both project selection and potential NGO partners for Phase 2 Earthquake Projects; and
- Help to identify businesses in Albania that might wish to cofinance some of the GAF’s Phase 2 earthquake projects
Prerequisites for Project Manager:
- Bachelor’s degree in Law, Social Science, Business;
- Three to five years of work experience in a related field;
- Exceptional verbal, written and presentation skills in both English and Albanian;
- Competency in Microsoft applications including Word, Excel, and Outlook;
- Knowledge file management, transcription, and other administrative procedures;
- Ability to work on tight deadlines, and
- Ability to work independently with minimal oversight.
