GERMIN Calls for the Review of 1,806 Unverified Ballot Packages from the Diaspora

GERMIN has filed a complaint with the Election Complaints and Appeals Panel (ECAP) regarding 1,806 ballot packages submitted by our citizens living abroad, which the Central Election Commission (CEC) rejected without undergoing any verification process.

All these packages were sent via postal service before the deadline for postal submissions set by the CEC, specifically between September 19 and October 5, 2019, as evidenced by the postal stamps indicating the date of dispatch. Furthermore, these 1,806 packages arrived at the CEC before the verification and counting process began for the 4,639 packages addressed in LVV’s initial complaint. This demonstrates that including the 1,806 packages in the count would not have delayed the processing of other packages.

The failure to process these packages contradicts the Supreme Court’s decision A.A.UZH.nr. 20/2019 dated October 30, 2019, as well as its earlier ruling A.A.-U.ZH.nr. 19/2019 dated October 25, 2019.

“Therefore, we request that the Election Complaints and Appeals Panel, in accordance with its mandate under Article 115.1 of the Law on General Elections, and based on the Supreme Court rulings A.A.UZH.nr. 20/2019 and A.A.UZH.nr. 19/2019, take concrete action and order the Central Election Commission to count the remaining 1,806 ballot packages submitted via postal service.”
